There was persecution, but it demonstrates that the problem was with the government and its practices, rather than the rejection of faith. When you impose your beliefs onto others and impede the progression of society, then it's a bad thing, no matter where it comes from.

When the government attempted to control churches , he immediately began an "underground" ministry to his people. He was arrested on February 29, 1948, while on his way to church services.[1]
Communism doesn't presuppose atheism, and atheism doesn't presuppose persecution.
