The ROE were too loose, in this instance. The guy on the trigger was obviously making the facts fit his desires in order to open fire. I come from the UK, our ROE would require incoming fire to elicit a response. We're more polite...
Yes, shit does happen in war, but it also has to end sometime. It does not end if we make 10more enemies for every 1 we kill.
