So God, knowing rational people don't believe in things that lack evidence, wants people to burn in hell? Is that part of his plan?

Doesn't seem like there's a choice involved.

It is the person's fault for be so-called "rational". And his plan includes humans doing whatever they wish to (with concequence of course).
