He created them to be the kind of people who would need evidence to believe in something. He did force them to choose by creating them. He is all powerful and all knowing right? So he used his power to create atheists knowing full well before they were ever created that they would never believe in him because he created them to be the kind of person who wouldn't believe. He made them that way so he could he off on torturing them? Because he is all loving right?
People begin as a blank slate. Those who need evidence to believe in the obvious choose to become that way, instead of simply not questioning the creator of the universe.
