Yes and there are still ways to make a painting that will hold up outdoors. The easiest way would be to just paint onto the side of the building and turn it into a mural, and while I'm fairly confident the state of Oklahoma wouldn't let us do that, I'm sure the monument could simply be a blank wall the painting is put onto.
