Take your fish traveling by donkey and add in the desert heat and no refrigeration system and you could probably have smelled them coming from miles away.
Jesus and his buddies were always going fishing. But they only ate fish that have scales. They threw everything else into the trash as being unfit to eat.
There are also fresh water shell fish and to answer your question, God gave the commandment.
