It depends, that is the description of an agnostic atheist, but a gnostic atheist will believe there are no gods/disbelieve the existence of gods. Most atheists identify with your last proposition, but some of them prefer taking it further and they become gnostics, they deny the existence of god and claim 'god doesn't exist'...
