Splitting California does indeed favor Republican Party in presidential elections because it would break up California's block of 55 electoral votes, which is fairly securely democratic due to the state's overall alignment. But California has a big minority of rather right wing republicans whose areas from contiguous blocks. In a broken up California, republicans would undoubtedly attempt to consolidate their areas and would be able to poach perhaps 20 additional electoral votes from California's 55. That would be a net gain for the republicans and net loss for the democrats.
