I suggest a simpler solution. Only states which contributes more tax money to the federal government than it receives in federal fundings and subsidies in return gets to participate in presidential elections and send senators and representatives to congress.
States which are eligible to participate should be given electoral votes and house seats in proportion to net positive contribution it makes to the federal government.
