How about locking them up and putting them to work (not slavery, but rational ethical work) to pay for debts? It costs less and brings greater advantages.
Putting them to work would give them more opportunity to escape than just keeping them in a cell. I mean the kind of people I would say deserve death are the kind of people who do things you just can't fathom a real Human being doing.
