Russia is especially good when you're just starting to get iron, or when you're unlucky and only grab a few iron before someone else. It's really helpful with uranium, because it's kind of a rare resource to start with.
It bothers me that you don't get a description of the special units and abilities unless you start a new campaign as the civ. So you have to go through that loading screen before finding out if you like the special stuff or not.
