Whether or not America constitutes a civilised country is a whole other argument, and certainly not one that is dependant on it's intellectual property laws.

Well....that is one way to look at it.
The other is that some less-than-civilized countries have governments which have been corrupted by rich corporate motherfuckers who bribe lawmakers to protect their profit margin by criminalizing things which should be civil matters.
Theft is a civil matter? It's criminal behavior.
