Well, this is pretty easily solved. It says "religious views," not "religion." Atheism is a religious view, in that it is a view on the topic of religion. Specifically, it is the view that the person professing it does not believe in the doctrines of religion. Duh.
Disagreement is still a view, after all. Recently I had to fill out a customs declaration form, where one of the questions was whether I was bringing a certain amount of money into the country I was entering. Since I wasn't, I was directed to put "Not Applicable" in the space. According to your logic, this means I was bringing in Not Applicable dollars into the country. Is "Not Applicable" a monetary value, Christian?
No, it's not. And neither is atheism a religion simply because it's an option on a "religious views" question.
