Reagan's deferral of some deportations is addressed in the article I linked in the OP.

I haven't read the statute under which Reagan and Bush deferred deportation but I assume it contains a set of standards by which a president is allowed to defer deportations. If Obama re-writes this standard then he is going above and beyond what Reagan and Bush did. He is effectively tossing out a law he doesn't like and replacing with an executive order that he does like.
We won't know until we see the executive order.
