Is Obama a President or King?

I have always maintained we would need to see the executive orders in order to judge them.....and we still do. It could be that Obama's speech purposely left out certain details of his executive orders. Right now all I have to judge is his speech and my initial feeling about it is that I didn't hear anything which lead me to believe Obama intends to overstep his bounds. The could change with a more detailed analysis.

According to CNN:

The most far-reaching changes in Obama's order will offer papers and work authorization to up to four million people who are undocumented parents of U.S. citizens or legal permanent residents, as long as they have lived in the U.S. for five years or longer.

I didn't hear that detail in Obama's speech.

Offering papers and work authorizations is not prosecutorial discretion. If the law says you must meet certain criteria to obtain papers and work authorization, how does Obama justify using an executive action to make these changes to the law?
