The experience in California is that ballot initiatives -- referenda -- tends to be pushed by interest groups and can result in a patchwork quilt of laws which don't aid efficient governance, and don't deliver what was promised.
In the UK we vote based on a manifesto which is a list of usually false or unkept promises. And then once they're elected they make whatever decisions they want. Surely we vote these idiots in to serve us? not get democratically elected and then spending 5 years dictating?
