The Kralingse bos has always been a meeting place for gays and doggers (look it up if you don't know and want to what that is). The reason they keep separate zones is no one makes advances to the wrong gender if you will. Also they keep the zones more remote as the Kralingse zoom and Kralingse Bos is also a spot where families go to for a bbq or day out in the sun, a bit like central park in New York.
Again, there is no issue with the idea, I've not heard a single voice in Holland thinking this is a bad idea. I just found the sign funny, that is all. Jeez.
