It's just another gimmick to sway the minds of already dumb and impressionable muslims into going to join them. The article mentions that 20,000 foreigners have already been recruited through social media. Most people know that an awful lot of their troops are foreign. They're not doing this for the benefit of 'rebranding their image'. They aren't selling telecommunications here. They routinely release silly videos. I was watching one the other day of their 'training regiments'. It's pure PR bullshit intended only to recruit the dummies that are evidently persuaded by this sort of self-righteous bullcrap, of which there are many. It's not for any other benefit like 'rebranding'. People already know what their brand is.
