It isn't a bill which is something that would need to voted on by the state legislature and signed by the governor but a ballot initiative. A ballot initiative is a method of bypassing the legislature and go directly to the people for a vote on a law or constitutional amendment. Now that fucktard has filed the forms and paid the $200 he still needs to collect 365,000 signatures before his proposed law can appear on a ballot and be voted on. While I'd like to think that can never happen it isn't as far fetched as it might seem. 365,000 signatures is less than 1% of the population of California. It is also less than 5% of of the people that voted for proposition 8 when California voters approved that amendment to the state constitution.
