Because people seem to see sexual history as being purely the number of previous partners rather than everything of a sexual nature in that persons past.
For example I'd see it as someones sexual history if they had a history of masturbating in public. A person (in my opinion) could technically have sex with no one but still have sexual experiences and a sexual past and what I'd say was a sexual history.
I don't think anyone on here is confused about the definition of the words yes, no, other.
