Doesn't that reference judging other believers? If you continue on a couple verses, it refers to those who don't follow Jesus as dogs and pigs.
Love thy neighbor meant love your neighbor in your community of believers. The neighbors being referenced were fellow believers. The Bible is pretty descriptive on what happened to non-neighbors.
