Different people have different taste on looks, just like they have different taste on music. Also, in the case of Britney Spears, she was quite young when she was first becoming popular. Although some of her fans were probably creepy older men, she was more appealing to a very young audience than older people tend to be. For many years now, it is primarily the very young who have been driving popularity when it comes to musicians.
Keep in mind, I am only explaining her as a choice; she was not my choice (which, thus far, I have not given for this thread). Further, "explanation" is the right word for what I am doing; it is not a justification that I am attempting.
If popularity among musicians were only about the music, there would likely be no dancing or skimpy clothing involved. Those things are not music, and are fundamentally irrelevant to it as music, but they are significant when it comes to how people react. The image that musicians project is a big part of their popularity, or lack thereof.
