You are making a very dangerous statement. No civilian should be expected to kill police members.
He is saying it is a logical consequence of so many cops getting away with murder. He's not encouraging anyone to do it or saying that anyone should do it. He's saying that we can expect it (murder of innocent police officers) to happen because of human nature. The people will take only so much before they start turning on the police. Frankly, I'm surprised we haven't seen more of it.
