Interestinglyhe gave you the right advice. It was the one you listed second; you should do what you think best. The other two, you should ignore.
And yes, you are right that the first and third things do not go well together. However, he could claim that only Allah knew at first, but now that he has had time to think about it, he knows, too.
His babbling makes me wonder if you might be better off with the other offer, but this sort of foolishness is too trivial to determine your future. You should think carefully about the offers and do what you think will be best for you in the long run.
As to your main question, peopleoften use god as something to fill in any gaps in knowledge. Some do it so reflexively that it is what they immediately say, before thinking. That is what your boss appears to have done.
Its true people often use the word Allah to fill in gaps. It drives me crazy when i ask someone if he will be free tomorrow, his direct answer will be "If Allah wills". How do i respond to that, its not a definitive answer. I mean, are you saying that God may stop you from leaving the house, or you just don't want to leave by your own will.
Will, both companies want me so badly. I popped the question because i wanted him to convince me why should i pick his offer over the other.
