No, he was not a bad man.... but then it has never taken much to be a man. Unless you are a "transexual" man... then it's quite difficult to be seen as a man. Though that depends somewhat on where one lives.
Anyway, If I hold his level as 'bad', then what do I call those worse than him? As I see it: He was a misguided man, many men are misguided, but since when was a person 'bad' for being misguided? He was a man of principles, and he followed them very well. Your question, I find, is not wether Hitler was bad: it is wether his principles were bad. I think this same thing could be said of many people typically called 'bad'. And of the people declared 'good', a similar thing can be said.
