Notice the "which is, and which was, and which is to come" part? hes telling you right there hes all three...

Adam lost all creation through sin (unbelief), therefor it took one who was without sin to buy it back.

Angels are without sin, but they have no relation to us (they aren't human).
So God himself became our kinsman (human) in order to buy back what Adam had lost, with his own blood.
