As it was said in the OP God is Love.
So the question then becomes Does the Love of God extend to everyone?
To answer this we must first understand what 'love' is. Because The 'Love' of God is not directly tied to the English definition of the word. In the Greek the word that describes God's love is Agape. In the greek when we think of love we think of the words, Phila (love between friends) Eros (erotic love) Storge (familial love) this is not what Agape describes. Agape is a choice God makes, or it is a choice we make to love God. This is not a give or take relationship as nothing we can do will ever merit what God offers when His Agape is extended to us. At the same time agape is not given to everyone. that is the purpose of this life. to separate those who want Agape from God from those who do not. Those who do not want Agape neither deserve it nor will they ever get it. Without Agape from God they are then subject to His wrath for the part they play, and the lives the lead in sin and evil.
So the short answer to the question does God love everyone? no. He loved us enough to give us a shot at redemption, but for those who do not accept His offer, and wish to remain in sin.. They will never know Agape/love From God.
So the term God is love, should read "God is Agape" and Agape is given to all those who A/S/K for it/Him. Don't fool yourself into thinking God is bound to your ideas of what 'love' is supposed to be.
