I don't think there's any official rules about it. I tend to use kudos to show something that really made me laugh, made a good point or showed creativity. I use it pretty freely myself. I will use it even for members who I don't generally like very much if they happen to make a particularly thoughtful or funny post, to encourage them.

I reserve reps for those who have earnt my respect overall, I give them fairly quickly to new members if I think they're nice.

Full disclosure, I'm also pretty trigger happy with my ignore list too This is partly because of my mental state, reading what certain people have to say gets to me after a while and I'd rather just not read it at all. I feel like I give people a fair chance first though. I understand some people may see this as cowardly, but I have to take care of myself. I reserve my energy and words for those who have shown an interest in actually listening to me.
