I'm not sure the software can do it, but at the very least, the moderator making such a post should take the time to PM the offender and link him to the post via PM, in the absence of a better alternative.
The principle is certainly sound.
We can certainly do that. However, in most cases, when we make an in-thread notification, it's aimed at the participants in the thread, not any one person in particular. Just something to keep in mind.
