Yes, and I'd agree that in some cases partial blame is correct. The disagreement with your statement is that you extended it to "justifiable" when nobody here had said that. The analogy is a good one

When two of my closest friends (both girls) come over for the evening, I always walk them back, even though it's a 5 minute walk. I wouldn't expect a rational and clear-headed person to walk home alone, especially if they have had a night out and are drunk. There are certain actions that are more likely to get you raped; and if you ignore common sense and act like an idiot, you are partially to blame.
