I think it is safe to say that if you are quoting a person in your signature, and it is not meant to praise them or highlight something you agree with, it will violate this rule.
The only reason that I can think of to do such a thing is to troll someone or call them out. Especially if the quotes do not have the context of the thread around them and especially because it only serves to stifle discussion.
