I seriously doubt what you posted (that I didn't bother watching) from TWENTY FIVE years ago, is as widespread as you think. I see no other proof of studies to this effect, in your OP. What I take from this is that you are uneducated in certain areas. It would be wise to listen to your elders so that you can learn a thing or two.
You mentioned that you are a teen. Are you even old enough to drive and if so, do you currently have your license? If not, then I believe you need to stop wasting your time on this crap because you have no idea of how the laws regarding driving a vehicle actually work. So before you continue to post more threads where you truly are misguided, I suggest you take some time to truly learn about the subject before you make a thread.
Also - posting everything in bold isn't necessary. Just thought I'd point that out.
Okay, the reason I type in bold is so everyone can see my post easier; well, at least people with sight problems, but I guess you're right...
Anyway, I know that video isn't widespread, in fact, I got that off of a 1998 shockumentary called "Banned from Television".
And yes, I am old enough to drive, and no, I don't have a driver's license... yet. But I do know that giving someone a fine for going 2 miles above the
speed limit is dumb...
