I didn't see a highlighted part in the OP that said the daughter spoke out against it and that it was without her consent, but I didn't read the article either. If the daughter spoke out against it, then yeah, it was a shitty thing for a mother to do, but I don't know about illegal.
I think the outrage here is a little over the top though, and based on her being Kellyane Conway. A 16 year old can get married in many states. A 16 year old can get married here in Canada. You can literally find nudist websites/ photos of children on the internet that are completely legal, yet there is rage over the breasts of a woman who is of a marrying age.
You commented without reading the article, therefore not knowing the situation.
