That doesn't solve the problem. It breaks up the organization. At that point it is easier for police to control streets.
It's obvious that gangsters, the kind we're discussing, have no regard for the rule of law. What would make them follow laws forbidding them from associating with other gangsters?
If murder laws don't stop gangsters from killing people, why specifically would these laws work any better?
