To be honest, Muslims understand from this story that Muhammed gave both of the adulterers the chance not to come back again to be punished but both of them insisted. (Maybe being put in a ditch then stoned seemed interesting somehow to them)

Anyway don't ask about the effectiveness of religious legislation because it is, originally, aimless.
