Not that I want to scrunch my empire together as much as possible, but sometimes it would help. Mostly along natural borders.
Yeah that can be frustrating - but you really want to space out your cities. You'll seriously hinder growth late in the game if you don't. Even 5 tiles apart is really closer than you want them.
