Kind of makes sense when I think about it but it really pissed me off because most of my navy was made up of subs and nuclear subs. I launched my first assault to find that half my navy was ineffective The thing that made it worse was that the Egyptians didn't even use a navy! There wasn't a single ship I had to destroy. I had about 8/9 subs and they all just sat there.
No, they can't, though nuclear subs can use missiles and nuclear missiles. Odd that they have a perk to increase attack strength against land units - I wonder if that's against embarked units, or only when using missiles. I suspect the former.
Subs rock, but their utility is diminished if you have overwhelming naval superiority. If that happens, park one or two outside each of the enemy ports and destroy anything they put to sea (which they will absolutely do).
