if you're going to pot everything you want to save......scrape the bed. Spray the triclo, sure....then scrape the bed. Dirt is a dollar for 3 cubic feet at the Home Despot. The selling point of garden pesticides is that they'll save you labor (bed scraping, for example)...but thats -ad copy-. There's no free lunch.
-When you replant, do it densely and avoid the gravel. You want to surface to be covered with some kind of turf or mat (so gravel is out...gravel is inviting weeds, think about it from the weeds POV..gravel and rough, bare places are sort of what they do - pioneers).
