Christ make it very clear: Hell is something people choose; no one alive has totally missed “hearing God’s call” and would prefer the unrighteous state it offers. God gives free will and people choose (the Garden-of-Eden very good, and later made it even better with free will). The word ‘torment’ (God can‘t torment {yes, there’s are things He can’t do} since that violate His nature.) is better translated to the word ‘restraint’. The more evil a spiritual entity* has demonstrated, the more ‘restraint’ they will have there; consequently, that 'old serpent' (who ’believes’ in God’s existence) will be the most bound and won't be in charge of anything. An aside, believing in the existence of God is not the deciding factor where one finds their eternal abode.
*Persons are made in God image which means they have a Spirit and as such are eternal beings. The Angels also are endowed with a Spirit; they watched as God laid-out the foundation of the Earth some 5 billion years ago which demonstrates the eternal nature of spiritual beings.**
