I don't think so. It's simply a dystopian view. Films in that genre often seem prescient, as they play on societal fears. The Purge uses the simplistic world views of the gun loons. IE that complex social issues can be solved by shooting enough people.
The US may currently have a dysfunctional administration. The widespread anger , disgust and fear of Donald Trump and his presidency doesn't seem to be anywhere near to revolt/civil war.
