What the Quran appears to be describing is rain. You would have a better case if the verses read something like, 'And We sent down water from the furthest reaches of Heaven, from the realm where the stars abide. And We sent it in great rocks and heaps that came to the earth with a noise like thunder.'
Not impressed.

The context of the verse is what made me incline to this interpretation.
For example, the context in this other verse points to rain:
Quote:Sura 42, The Quran:
https://quran.com/42/28?translations=
Sahih International
( 28 ) And it is He who sends down the rain after they had despaired and spreads His mercy. And He is the Protector, the Praiseworthy.
and
Quote:Sura 31, The Quran:
https://quran.com/31/34?translations=
Sahih International
(34) Indeed, Allah [alone] has knowledge of the Hour and sends down the rain and knows what is in the wombs. And no soul perceives what it will earn tomorrow, and no soul perceives in what land it will die. Indeed, Allah is Knowing and Acquainted.
Also the Arabic literal word used here for the "water" is "الغيث" which is the rain.
But the literal word used in verses in the OP is just "water" which is "ماء"
Whatever floats your boat.
