Yes its strange: Allah, the big guy in town, has is as optional to settle a "dispute" between a (abusive) man and his wife, or to get divorced.
But when the Man refuses to agree to those "options", then its not Allah, but man (law enforcement) who needs to be called to save the wife.
Thats why i am asking him for a sura where Allah tells to set up and call law enforcement. If there isnt one, then Allah is a useless twat.
