Life choices and/or public policy decisions is choosing one probability distribution over another. You can own an unsecured handgun in your home: 1) You may kill a hostile intruder who wants to kill you, 2) You may kill a non-hostile thief who simply wishes to steal from you, 3) You may accidentally kill a family member in #1 or #2, 4) A family member may accidentally kill you, 5) A family member, perhaps a child, may kill themselves, etc.
You can in fact buy a couple of liters of petrol - and glass bottles in England - all without a background check!
