Notice how it says it shall have the power, not the obligation (it is not required). I really don't see how the American Libertarian Party is being at all contradictory here.
Because they are calling for the abolishment of all social services and safety nets not required by the Constitution. There are no social services and safety nets required by the Constitution. Therefore the libertarian party is calling for all of them to be abolished. However, the same constitution grants congress the power to tax in order to provide for the general welfare. It gives congress the right to decide what social services and safety nets are needed to provide for the general welfare and authorizes them to fund those programs through taxation.
The libertarian party is trying to use the constitution to eliminate all federally funded social services and safety nets even though the same constitution grants congress the power to establish those programs and fund them through taxation.
