I've lurked in Christian forums wherein those listed as, "Fundamentalist" , claim this bill at the time was seeking 'special rights' for women.
So maybe it's a matter of muslims and christians being part of that 138.

Good news though. Now they'll have to live with the law, so that women can live better thanks to the law.
