Regardless who made the mess, it affects everyone on this earth, and there's no way we can solve it by just one or two countries attempting to clean it up. If we are going to do anything constructive then it's the responsibility of everyone to try and fix.
Maybe it can't be fixed, but we should at least try instead of fobbing it off on other people as though it is only their problem.
Oh, and btw, I'm pretty sure the sieve idea was just a joke, unless downbeatplumb corrects me if I'm wrong.

Here's why: It's your fucking planet too. Should we send the AFP to the USA to run law enforcement for them as well? Should we try Chinese cases in Australian courts? Should we send all our school teachers to Mexico to give them education?
Or should we expect them to do their own work?

We're talking about who's problem this whole mess is. And as I've said, it's everyone's.
Now when talking about solutions, sure, it makes sense if everyone co-operates, but don't be so disingenuous as to make out like I'm suggesting Australia should start sending their teachers out to Mexico. Obviously this isn't going to happen nor should it.
All I'm saying is, everyone should be trying to do something to fix the oceans. Sitting there saying only America, Russia etc should deal with it is fucking retarded, why? BECAUSE IT STILL AFFECTS YOU.
If someone takes a dump on your front porch, is your attitude to just leave it there expecting it to magically disappear? *edit* oh wait, you believe in virgin births, don't answer that.

I don't think people realise just how much their actions or inactions affect the world.
It's too obvious to me that earth is perfectly balanced in terms of its place within the universe.
There is something fundamentally askew in the way that we are overpopulated and dependent on oils and plastics.
It is a man-made problem and yes, potentially there is a man-made solution in science at the molecular level.
However, I think this is an ethical issue. I don't think we need science for a solution here.
The experiment has already been done. We shouldn't be using these plastics.
