For example, some wireless providers use shared IPs, other providers may use transparent proxies, and people in the same household will usually have the same IP. When it becomes an issue is when there's a match and there's some other suspicious behavior.
So if IPs are dishonest that should make us a little uncomfortable. I'm at a public Library until Internet gets fixed. Would all the computers have the same IP address at a Library? That would suck cock then if there were two people going to the same library, one had a good account, the other was a troll, and the IP was blocked because of the Troll.
