Ummm... 'Saudi authorities have never tolerated criticism of their policies, but now they refuse to tolerate criticism of their policies!!!'
So they codified something that they already did in practice? Shocking.

One more on the list of countries I'll never visit. *Checks list* Ah! Saudi Arabia was already on there.
