Criminal law and defense of infancy

As a law student and the subject/branch of criminal law is of great interest to me. I'd like to start a debate regarding defense of infancy V criminal responsibility.
My question is very simple, at what age should an individual be criminally responsible, and why?
In my country you have to be 16 years old. My opinion is a tie between 14, 15 and 16, and I can't decide between the 3 options. I hope to see the best of your arguments
Keep in mind that not being criminally responsible doesn't equal not being punished, there are correctional measures and most of these punishments are not much better than spending time in prison.
