In the UK we vote based on a manifesto which is a list of usually false or unkept promises. And then once they're elected they make whatever decisions they want. They're paid off by the rich, but they need more votes than what rich people can actually give them. so they're forced to give a show for the people to get them in so they can pay back the few who actually funded them.
